
About the project
Rocky Point Environmental has been working with Cheam First Nation to establish a soil management facility at the former K&L Gravel Site between 2022 and 2025. As of April 2025, the site soil management facility is open and operational.
- Relation to Cheam Landfill:
- The Cheam Soil Management Facility is not related to the former Cheam Landfill that was reclaimed and closed in recent years.
- Accepted Materials:
- The facility currently accepts non-hazardous soils and the permit is being amended to include concrete, and asphalt. It does not accept construction and demolition materials.
- Soil Classification Criteria:
- Soils are accepted up to Residential Level High Density (RLHD) standards, based on the British Columbia Contaminated Sites Regulation (BC CSR).
- Soil Testing and Approval Process:
- Prior to arrival, all projects must provide analytical data for the soil intended for disposal. This data is reviewed by Rocky Point Environmental to determine whether it meets the facility’s acceptance criteria.
If acceptable, a Soil Approval Application is submitted to Cheam Enterprises for final approval. Upon approval, a Letter of Engagement is issued to the relevant party for the project and must be signed and returned prior to the issuing of a soil manifest. Each truck must present this manifest at the scale house upon arrival.
To ensure consistency with the approved data QA/QC testing is conducted for the following scenarios; at the start of hauling, if there are any changes in the material, and through random spot checks for long-term projects.
- Approvals and Authorizations:
- The Cheam Soil Management Facility operates under a permit issued by Cheam Lands.
- Compliance Monitoring:
- Routine third-party inspections are carried out by Qualified Professionals representing Cheam to ensure compliance is maintained.
- Environmental and Spill Management Plans:
- An Environmental Management Plan is in place that includes monthly inspections and reporting.
